RTF Editor for Service Plans

Service Plan RTF edits (Introduction and Terms) should use the same editor as Scope of Works. If I have turned off WordPad then it should follow to service plans as well.

This issue has been fixed today - get latest v13 client build this fix.

This is a SI client only fix - no server update needed.
